A fortified city-layer where identity determines access, reputation becomes infrastructure, and recognition can be more dangerous than exclusion.

CITY BRIEFING

THE CITY DOES NOT ADMIT YOU.
IT RECOGNIZES YOU.

Shin Seoul is not a digital replica of Seoul. It is a privately rebuilt metropolitan layer created after the first metaverse infrastructure failed. Its promise is permanent ownership, verified identity, and controlled safety. Its price is that every meaningful action passes through systems of permission.

The city walls are not concrete. They are credentials, sponsors, behavioural records, property claims, and reputation scores. The Gate Array does more than decide who enters; it decides which version of a person is allowed to exist inside.

CITY ARCHITECTURE

SIX CONTROLLED LAYERS

Each layer has a different function and a different threshold. Passing one checkpoint does not guarantee passage through the next.

01

THE PERIMETER

Application houses, identity brokers, rejected residents, and temporary markets gather outside recognized territory.

02

THE GATE ARRAY

A distributed verification system testing identity, history, sponsorship, contribution, and behavioural reputation.

03

OLD SEOUL MEMORY

A reconstructed cultural archive preserving selected streets, stories, music, design, and sanctioned public memory.

04

THE VERTICAL MARKET

The regulated commercial centre for property, services, credentials, identities, and controlled access.

05

THE QUIET DISTRICT

A sector without public signals or visible network activity. Ghost Division is rumoured to maintain a route here.

06

THE CROWN

The administrative layer above the skyline. Its leadership and relationship with NEIKLO remain classified.

RECOGNITION PROTOCOL

ACCESS CHANGES WHAT THE CITY ALLOWS YOU TO BECOME.

Classification governs movement, ownership, influence, and memory. A valid identity can still be refused if it conflicts with the version stored by the city.

  1. TRANSITTemporary passage. No ownership rights.
  2. REGISTEREDVerified resident. Limited city access.
  3. CITIZENPersistent identity. Potential governance rights.
  4. SPONSORInstitutional authority to recommend another entrant.
  5. NULLDetected by the city. Refused classification.

BACK TO THE META // ACTIVE TRANSMISSION

THE SYSTEM REMEMBERS THE WRONG MAN.

Lucard Nomed approaches Shin Seoul while official systems classify him as a fugitive. The deeper risk is that the city may recognize him as a founder, former resident, or owner of infrastructure that no longer accepts his identity.
